ON AMENDMENT S-5183 TO SF 2377: ATTACHMENT TO THE WORKFORCE - To require modest work history demonstrating a consistent attachment to the workforce in order to be eligible for unemployment benefits. Amendment also increased the current nominal threshold of $250 wages earned to ten times average weekly benefit amount in order to qualify for second year of unemployment benefits.

2 IA 82.2: Amendment S-5192 to HF 2645, Shall Amendment S-5192 be adopted? ON AMENDMENT S-5192 TO HF 2645: MUTUALLY AGREED UPON BARGAINING - Would narrow the scope of government employee collective bargaining contracts to items mutually agreed upon instead of making Iowa only state with "open Scope" bargaining with binding arbitration. The amendment failed: 22 ayes, 27 nay and 1 absent

3 IA 82.2: Amendment S-5210 to HF 2645, Shall Amendment S-5210 be adopted? ON AMENDMENT S-5210 TO HF 2645: FREE NON- UNION MEMBERS FROM COLLECTIVE BARGAINING - frees individuals from constraints of collective bargaining if they chose not to join government employee unions. The amendment failed: 19 ayes, 30 nays, 1 absent

4 IA 82.2: Amendment S5342 to SF 2416, Shall Amendment S-5342 be adopted? ON AMENDMENT TO S5342 TO SF 2416: INDEPENDENT CONTRACTOR RECLASSIFICATION - Amendment to Independent Contractor Reclassification and Wage Payment Collection legislation which would require written complaint be filed with labor commissioner prior to investigation rather than just unsubstantiated anonymous complaints about employers.

On HF 2645: GOVERNMENT UNIONS BARGAINING- Allows "open scope" bargaining by government employee unions for items not mutually agreed upon with local school boards, city councils, and other tax-payer funded entities. Combined with binding arbitration laws. this results in increased property taxes. The vote passed: 27 ayes, 23 nay

6 IA 82.2: HF 2663, Shall HF 2663 pass? ON HF 2663: STATEWIDE USE TAX INCREASE- Repeals current school infrastructure local option sales tax and adds a statewide one- cent sales and use tax, increasing use tax on business purchases by $40-60 million annually.

7 IA 82.2: SF 2160, Unemployment Compensation Overpayments ON SF 2160: UNEMPLOYMENT COMPENSATION OVERPAYMENTS-denies employers ability to collect overpayment of unemployment compensation benefits from claimants if they miss fact finding telephone call over 4-hour period. The bill passed: 31 Ayes, 18 nays and 1 Absent

8 IA 82.2: SF 2344, Worker`s Compensation Penalties ON SF 2344: WORKER'S COMPENSATION PENALTIES - Expands the authority of the Worker's Compensation Commissioner to assess penalties and denied employers and insurance carriers ability to defend themselves in penalty cases. The bill passed: 30 Ayes, 18 nays and 2 Absent

9 IA 82.2: SF 2377, Shall SF 2377 pass? ON SF 2377: EXPANSION OF UNEMPLOYMENT ELIGIBILITY - Broadly expands eligibility for unemployment benefits and increases unemployment taxes on employers. Provides for an alternative base period to award benefits to individuals with insufficient wage credits because of inconsistent work history. The bill also socializes Unemployment Trust fund by providing benefits to persons who voluntarily quit their job to follow a spouse who moves to another city or state, fears of domestic violence at the workplace or chooses to stay home to care for ailing family member.

10 IA 82.2: SF 2416, Shall SF 2416 pass? ON SF 2416: INDEPENDENT CONTRACTOR RECLASSIFICATION/WAGE PAYMENT COLLECTIONS- Broadly reclassifies independent contractors in all forms of construction and landscaping outside current definitions of the IRS as well as workers' compensation insurance. Would make Iowa employers subject to stiff penalties for misclassification of workers who work independently on construction projects. Also broadly redefines employee and subjects employers to broader wage collection actions by the labor commissioner with enhanced penalties.

11 IA 82.2: SF 2420, Shall SF 2420 pass? ON SF 2420: TIME-21 (TRANSPORTATION INFRASTRUCTURE MOVES THE ECONOMY TRANSPORTATION IN THE 21ST CENTURY) is legislation to devote new money to transportation infrastructure needs over the next decade - Primary Road Fund (60%), Secondary Road Fund (20%) and City Street Fund (20%). By 2011, the Fund will collect up to $160 million through various registration fees including revised formula for car registration fees, increased pickup truck registration fees based on age and weight and establishes a “business-trade” truck vehicle classification capped at $150 and increases the minimum registration fee for 3-ton pickups.
